Here are the top policy items on Supervisors’ agenda for March 21, 2023. The meeting is to begin at 9 a.m.

Partnership with Community Action Marin

Community Action Marin administers emergency rental assistance and provides related housing stability services to Marin residents during this post-COVID era. The first addendum to the existing contract is for an increase of $4.06 million, with no net cost to the County budget. The nonprofit agency has a track record of alleviating the causes and consequences of poverty. (Staff report).

Planning Division Fee Schedule

The Community Development Agency charges an hourly rate and fees as part of its Current Planning Division. Recent Development code amendments prompted an evaluation of rates and fees.  The agency is asking the Board to consider amendments to the division’s fee schedule, adjustments to the hourly rate for planning services and creating fees for four new permit types. Waste Hauler Fee Increases

No earlier than 10:30 a.m., there will be public hearings to consider a 11.06% Recology Sonoma Marin rate increase for all of coastal West Marin except Bolinas and Stinson Beach and a 7.11% Marin Sanitary Service rate increase for parts of Larkspur, Greenbrae, Kentfield, Quentin Village, and other nearby neighborhoods. If approved, both rate changes would be effective April 1. (Recology staff report, Marin Sanitary staff report)

Issuance of Bonds for Marin City Housing

No earlier than 1:30 p.m., there will be a public hearing – continued from the March 14 meeting – about the issuance of $40 million in tax-exempt conduit bonds to finance a 74-unit apartment building planned for 825 Drake Avenue in Marin City. Such a hearing is required by the IRS of nonprofit borrowers that intend to issue tax-exempt debt. (Staff report)
