THE FUTURE OF STATE HIGHWAY ROUTE 37 〰️

Anne Richman, Executive Director of the Transportation Authority of Marin (TAM) will introduce the subject and several representatives from Caltrans and a representative from the Metropolitan Transportation Commission will provide us with a perspective of the planning efforts done to date and those planned for the near future and some of the options identified to date for addressing this travel corridor in the future.

BACKGROUND INFORMATION

State Route 37 traverses through Sonoma, Marin, and Solano Counties in highly sensitive marshland in the northern portions of the San Francisco Bay wetlands. The 21-mile corridor is an important regional connection linking the east and west portions of the North Bay Area by connecting I-80 and SR 101. Portions of SR 37 are highly congested during weekday commute periods but also on the weekends.   Portions of the corridor between SR 121 and Mare Island experience large amounts of delay due to the highway narrowing down from four to two lanes. The number of vehicles that use the Route is expected greatly increase in the future

Marin, Napa, Sonoma and Solano Counties have been actively participating in a joint analysis conducted by Caltrans have identified portions of SR 37 that will be completely inundated by 2050, as well as increased flooding events along several sections of the corridor leading up to 2050. The threat of sea-level rise coupled with the growing congestion issues on SR 37 makes it a priority corridor for all four North Bay counties.   

PRESENTATION SPEAKERS:

Anne Richman, Transportation Authority of Marin

Anne Richman is the Executive Director of the Transportation Authority of Marin (TAM).  TAM is the transportation funding and planning agency for Marin County, as well as the transportation sales tax authority.  Anne’s previous positions have included work for the Metropolitan Transportation Commission (MTC), the San Francisco Municipal Transportation Agency, United Airlines, and the US Department of Transportation, as well as in private sector consulting. Anne has a BA from the University of California, Berkeley, and a Masters in Public Policy from Harvard’s Kennedy School of Government. She has lived in Marin County for over twenty years.

 

Tammy Massengale, Caltrans

Tammy has been with the State of California for 31 years with 23 years at Caltrans. She has a broad career history with her early years at Caltrans working in project management, budgets, and personnel before becoming an Environmental Branch Chief. She has been responsible for environmental compliance (CEQA and NEPA), NEPA Assignment management, regulatory permitting and policy, environmental mitigation, course development and instruction, environmental project management, statewide coastal program, and implementation of the statewide environmental database and GIS applications. Tammy is the Headquarters Environmental Coordinator for the Bay Area/District 4 and is the co-lead for the SR 37 Planning and Environmental Linkages Study

Tammy holds a Bachelor of Arts in History from the University of Northern Colorado and a Caltrans Project Management Certificate from Sacramento State

Jeanette Weisman, Metropolitan Transportation Commission 

Jeanette has twenty years of experience in transportation planning, environmental compliance, and project management. Her work has focused on coastal environments vulnerable to erosion and sea level rise. She has supported state, local, and federal transportation projects, navigating California’s complicated planning and regulatory landscape. Her projects have included multiagency collaborations and extensive community engagement to develop and deliver critical improvements, with designs and outcomes responsive to community needs, sensitive to environmental constraints, and with ecological benefits. 

Jeanette, State Route 37 Corridor Program Manager, joined MTC and the Resilient 37 team in the spring of 2021 and is excited to help address the many challenges and opportunities presented along this corridor. She has a Bachelors of Science from the University of Michigan and a Masters of Science from California State University.

Ricky Gao, Caltrans

Rui (Ricky) Gao has 14 years’ experience working with Caltrans, in various divisions including Construction, Design, Planning, and Program/Project Management. Ricky is the Regional Project Manager for Napa County projects and the Corridor Manager for State Route 37 in 2021. 

Ricky has a Bachelor of Art degree, magna cum laude, in Biology and a minor in Computer Science from Berea College, Kentucky and a Master of Science in Civil Engineering from the University of Texas at Austin. Ricky is a licensed Professional Engineer and a Project Management Professional.
