Highlights of the October 12, 2021 Board Meeting:
1. SPECIAL NOTICE on Meeting Participation
SPECIAL NOTICE
The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast[External]. Comcast subscribers in Marin may watch on Channel 27.
For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

2. Administrator's Report on COVID-19 Response

Agenda Item #2: Shortly after convening at 9 a.m., the Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. Public Health staff is closely watching cases traced to the Delta variant, which is much more infectious than earlier mutations of COVID-19.

3. Fire Foundry Equity Initiative

Agenda Item #6: The Board will hear a request from the County Administrator to conduct a workshop related to Fire Equity Program and approve related actions. The Fire Innovation, Recruitment & Education (FIRE) Foundry is a new partnership between Marin fire agencies, the Marin Wildfire Prevention Authority (MWPA), Conservation Corps North Bay (CCNB), the Marin County Office of Equity, U.C. Berkeley, Stanford University, and College of Marin. The FIRE Foundry Program’s objective is to establish an emerging science and technology-savvy, community-oriented wildfire prevention workforce by providing job training and skills development for underserved, underrepresented, and underfunded communities in Marin County. Staff recommends that the Board authorize the Fire Chief to execute an agreement with Conservation Corp North Bay, in an amount not to exceed $2.2 million, to provide a fire crew of 12 recruits and one supervisor for fire fuels reduction work in Marin County, approve a fixed-term Fire Engineer, and approve related budget adjustments.

4. Pursuing Project Homekey Funding

Agenda Items #7 and #8: The Board will hear two requests from the Department of Health and Human Services (HHS) regarding Project Homekey to provide permanent supportive housing in Marin. First, the Board will hear a request to adopt a resolution authorizing it to apply for and, if awarded, accept competitive Project Homekey funding. The California Department of Housing and Community Development has issued hundreds of millions of dollars statewide to rapidly expand housing for people experiencing or at risk of experiencing homelessness and are impacted by COVID-19. In a separate item, the Board will hear a request to authorize the Board President to execute a first addendum to an agreement with Episcopal Community Services (ECS), increasing the contract by $1,036,300 for a total contract not to exceed $1,085,300, for predevelopment funding for a Project Homekey developments. The County selected the San Francisco organization as a development sponsor after a request for proposals was circulated. The County intends to apply for Homekey funding for up to two properties in partnership with ECS; one of which is the 1251 S. Eliseo property in Larkspur and the other is yet to be determined.

5. Appointments to Advisory Boards and Commissions

6. Redistricting Process

Agenda Item #12: No earlier than 1:30 p.m., the Board will hear a request to receive testimony on current supervisorial districts, communities of interests, and other considerations to be taken into account in connection with the redistricting of supervisorial boundaries pursuant to the 2020 Census. The boundaries between Marin County’s five supervisorial districts are being reviewed to assure relatively equal population distribution according to census data as well as compliance with the Voting Rights Act and state requirements. A final map must be adopted by December 15 to ensure the new boundaries are reflected in the June 2022 primary elections.
